Contained herein are previous policies
deemed applicable, revised policies, and some new ones that are judged proper
and needful to clarify and give directional framework to the operation of the
Lebanon Special School District.
A set of these policies is to be placed
in the possession of each Lebanon Special School District Board Member and in
each school library. Each classroom will also be given a copy. Copies of the
policies will be passed on to successors when persons having possession leave
their position.
The Lebanon Special School District
provides instruction for kindergarten through eighth grade, as well as,
services for children qualifying for special education.
The Lebanon Special School District of
Wilson County, Tennessee, was established by a special act of the Tennessee
General Assembly in 1901. Originally, the school district corresponded to the
Tenth Civil District. It has since been enlarged twice, taking in areas of the
Third Civil District.
The
Act of 1901 levied a fifteen-cent tax on the people of the district for
operational purposes. The only other tax levy since 1901 was made in 1951. At
that time a forty-cent levy was voted in for school construction. The buildings
constructed since 1951 have been largely financed from this forty-cent levy.
Some funds for building purposes have come from bond issues by Wilson County
for the purpose of constructing county elementary schools.
Taxes
cannot be raised in the Special School District except by a vote of the people
of the district.
The
Act of 1901 provided for a three-man school board to govern the school
district. The board members are elected at large by the voters of the district
and serve a term of six years. One member is elected each two years at the time
of the local general elections. In vacancy situations, the remaining board
members serve until the next regularly scheduled election arises. The chairman
of the board is selected by the board members and serves at their leisure.
The
school board determines the time and place of meetings. Regular meetings are
held monthly and special meetings are called when circumstance and events
require immediate attention. All official board actions are set down as
official minutes of the board. These minutes are put in permanent form and
submitted for approval at a subsequent meeting of the board. Board meetings are
always open to the public and are always held in the office of the director.
