Professional Personnel
I. Director
A.
Function – The director of the Lebanon Special School
District is held accountable to the board for all aspects for administering the
school system, except as otherwise prescribed by law.
B.
Qualifications – The director shall have a
certificate or qualification issued by the State Board of Education and such
qualifications and experience as the school board may determine.
C.
Duties
¤
To act for the Board of Education in seeing that laws
relating to the schools, rules and regulations of the state and local Board of
Education are faithfully executed.
¤
To make such recommendations to the Board of Education as
he/she deems necessary for the best interest of the schools of this district,
but in no case to have a vote on any questions coming before the board.
¤
To have general supervision of all schools in the system,
to visit the schools from time to time, and to advise with the principals and
teachers concerning any problems or plans for the improvement of school
operations.
¤
To recommend to the Board of Education all personnel for
employment in the school system.
¤
To assign teachers with the approval of the Board of
Education.
¤
To provide for the making and use of a course of study
adopted by the board and approved by the State Board of Education.
¤
To make all reports required by law to be made to the State
Commissioner of Education.
¤
To establish and carefully manage the financial operations
in the school district to insure adherence to budget provisions in the wise use
of school funds.
¤
To require all teachers to submit to him/her for record
their teaching certificate, or authorization to teach given by the State
Commissioner of Education, and to keep record of the same.
¤
The director shall give his full time and attention to the
duties of that position.
¤
To perform such other official duties as may be prescribed
by law or requested by the Board of Education.
¤
To prepare the agenda for each board meeting.
¤
To prepare and present the budget to the board.
D.
Election Specifications – The director is appointed
by the Lebanon Special School District Board of Education.
E.
Decision in the absence of board policy – When a
situation arises that is not covered by board policy and requires immediate
attention, the director will act to resolve the situation. He/she must inform
the board immediately that such an action has been necessary. The directorÕs
decision will be reviewed at the next regular meeting of the board.
F.
Administrative Position Advertising – The director
shall post vacancies and positions for administrative positions for two weeks
at each school to advertise such positions for the personnel in the Lebanon
Special School District.
A. How elected – By the local Board of Education upon recommendation of the Director. He/ she shall be directly responsible to the Board of Education through the director.
B. Qualifications – The assistant director shall have a certificate of qualification issued by the State Board of Education and such qualifications and experience as the school board may determine.
C. Duties are to include, but are not limited to the following:
¤ To assist the director in all areas of the school systemÕs operations concerning problems or plans for the improvement of schools.
¤ To ensure the system is in compliance with current rules, regulations, and policies that are required by law.
¤ To develop a contract with the principals and monitor said contractual agreement throughout the course of the year.
III. Supervisor of Instruction
A. How elected
– By the local Board of Education upon recommendation of the director,
subject to the approval of the State Commissioner of Education. He/ she shall
be directly responsible to the Board of Education through the director.
B. Qualifications
– The supervisor shall have a certificate of qualification issued by the
State Board of Education and such other qualifications as the local Board of
Education may determine.
C. Duties –
He/ she shall coordinate all school instruction personnel and make available
outside agencies and resources in order to improve instruction in the schools.
¤
By helping the teacher to improve methods and techniques of
teaching.
¤
By coordinating the work of teachers from room to room and
building to building.
¤
By approved sequence of instruction and learning from grade
level to grade level.
¤
By supplying leadership for the continuous revising of the
curriculum.
¤
By bringing
the community and school together in working relationship.
¤
By assisting the teacher to locate and use local resources
in his/ her classroom instruction.
¤
By giving assistance to teachers in locating materials,
teaching aids, programs, etc.
¤
By cooperating with the State Board of Education and the
State Department of Education in organizing and directing the teachers in all
cooperative studies and instructional programs sponsored by these agencies.
¤ By planning,
setting up, and carrying out progress of in-service training for all teachers
in the school system.
IV. System INSTRCTIONAL COORDIANTOR
A. How elected
– By the local Board of Education upon recommendation of the director,
subject to the approval of the State Commissioner of Education. He/ she shall
be directly responsible to the Board of Education through the director.
B. Qualifications
– The supervisor shall have a certificate of qualification issued by the
State Board of Education and such other qualifications as the local Board of
Education may determine which includes a certification in Administration and
Supervision.
C. Duties are to
include the following:
¤
Coordinate, monitor, and supervise collaborative
partnership with Head Start
¤
Collaborate with Supervisor of Instruction and Federal
Programs Supervisor in the design and implementation of Staff Development as
related to the system initiatives
¤
Be responsible for textbook adoption committees and
purchasing of all textbooks
¤
Supervise early identification of at-risk students at the
kindergarten and 1st grade levels
¤
Work with Supervisor of Instruction and Federal Projects
Director in implementation of system initiatives as outlined in the
Consolidated Plan
¤
Collaborate with school administrators in the
implementation of Mentoring Program for Apprentice teachers
¤
Coordinate student teacher assignments with local
universities
¤
Coordinate system-wide training that addresses the needs of
subgroups
¤
Collaborate with Supervisor of Instruction and Federal
Programs Director in the system-wide initiative of Òassessment improvementÓ as
related to learning
¤
Implement and monitor K-2 assessments
V. System Senior Technology Coordinator
A. How elected - By the local Board of Education upon recommendation of
the director, subject to the
approval of the State Commissioner of Education. He/ she shall be directly
responsible to the Board of Education through the director.
B.
The System Technology Coordinator shall
¥Be able to design networks to support the goals of the
Lebanon Special School
District
¥ Have an understanding of LANs (Local Area Networks and wireless networks), how they are setup and function.
¥Be able to UNDERSTAND THE various protocols which are in
effect for the LANS and Internet.
¥Be able to troubleshoot server and network and Internet
connections for each school
and Central office.
¥Be responsible for the day to day operation of all
computers, printers, networks,
servers, mobile computer labs, presentation systems, televisions, VCRs,
DVD players and related
electronics for each school and Central Office.
¥Be responsible for the operation and installation of all
security cameras, VCRs, MONITORS and other equipment related to the security
systems in each school and THE CENTRAL Office.
¥Be able to integrate all technologies into the curriculum as
specified by the State Board
of Education and the State Department of Education.
¥Be responsible for providing Staff Development in the field
of Technology.
¥Be responsible for the implementation of any and all grants
awarded through this
department.
¥Be a member of the Administrative Technology Committee.
¥Be able to create the extracts from the attendance package
in order to produce reports
to be in complicance with State regulations.
¥Be conversant in the Attendance Package in order to be able
to troubleshoot problems AND TRAIN users.
¥Coordinate the Technology Team for maximum efficiency
throughout the system.
1. The following areas are of primary importance:
á Email- Setting up, keeping passwords current, and e-mail etiquette and protocol for the school system
á Instruct Administrators and Teachers in creating Presentations using Appleworks (K-4) and Powerpoint or Keynote (5-8)
á Instruct teachers in use of spreadsheet (Appleworks and Excel), database (Appleworks and Access), and programs available at their school
á Instruct teacher on using management components of some of the network programs on servers
á Be able to troubleshoot server and network connections for teacher and student
á Design, construct, maintain and troubleshoot web pages for schools and system
á Assist teachers in developing strategies which will integrate the available technologies with their curriculum
á Be able to provide teachers with available Internet resources
á An understanding of LANs (Local Area Networks), how they are setup and function
á A thorough knowledge and understanding of technology as it relates to the classroom learning and theory
á The ability to use and teach concepts of multimedia as related to instruction and the equipment needed and how to maintain it
á The use of e-mail, setup and maintenance needed
á Web page construction, design, and maintenance
á An understanding of word processing, spreadsheets and databases in a variety of programs including Appleworks and Microsoft Office
VII. Supervisor of Special Projects
A. How elected
– By the local Board of Education upon recommendation of the director,
subject to the approval of the State Commissioner of Education. He/ she shall
be directly responsible to the Board of Education through the director.
B. Qualifications – The
supervisor shall have a certificate of qualification issued by the State Board
of Education and such other qualifications as the local Board of Education may
determine which includes a certification in Administration and Supervision.
C. Duties shall include
the following:
¤
Write, administer, and implement all Federal project grant
applications with the exception of IDEA
¤
Monitor and assure compliance of Federal and State
regulations with all Federal grant programs
¤
Supervise, monitor, and staff the ESL Program
¤
Administer the Extended Contract Program for after school
and summer programs
¤
Coordinate Title I instructional program with system-wide
initiatives
¤
Remain up to date on the changing laws and requirements
regarding No Child Left Behind and disseminate the information to system-wide
and school personnel in a timely manner
¤
Handle all aspects of the requirements for the professional
staff and paraprofessionals regarding meeting the No Child Left Behind mandate
of Highly Qualified
¤
Assist the Director and the professional staff in planning
the utilization of funds available through the various federal programs in
implementing the District and School Improvement Plans and initiatives
¤
Collaborate with the Supervisor of Instruction and building
administrators in planning and evaluating professional development activities
provided through Federal funds
¤
Considers and evaluate all requests from school personnel
for projects, programs, and professional development activities as related to
system initiatives
¤
Coordinate system-wide training that addresses the needs of
subgroups
VIII. Attendance Supervisor
A. Qualifications
– Rules, Regulations, and Minimum Standards state the employment
standards for attendance supervisors shall be as follows:
¤
Shall hold a valid teacherÕs certificate based on a
BachelorÕs degree program from an approved college or university.
¤
Shall have had two years experience in actual schoolwork
within the four years next preceding the date of employment as Supervisor of
Attendance.
¤
Shall hold a valid endorsement as Supervisor of Attendance,
except for those serving as Attendance Supervisor who were sixty years of age
or older as of July 1, 1975.
B. Employment
– The Lebanon Special School District Board of Education, as required by
TCA 49-6-3006, may employ at least one qualified full-time attendance teacher
to enforce the compulsory attendance laws of the state and the county.
C. Powers and
duties of the Attendance Supervisor shall be as follows:
¤
Attendance Supervisor shall have all the powers and duties
now vested, or which hereafter may be vested in attendance teachers by the
compulsory attendance laws of the state. In the discharge of the duties of the
office, the attendance teacher shall work under the direction and supervision
of the director and shall comply with the rules and regulations of the local
Board of Education and of the State Board of Education, approved by the State
Commissioner of Education.
¤
The Attendance Supervisor shall investigate the cause of
suspension and take any actions required by law or rules of the Lebanon Special
School District Board of Education.
D. Attendance
Records and Reports
¤
It shall the duty of principals and teachers of all schools
to report in writing to the director of the system in which the school is
located the names, ages, and residence of all pupils in attendance at their
schools and classes within thirty days after the beginning of the school year
and to make such other reports of attendance in their schools and classes,
including transfers of pupils as may be required by the rules and regulations
of the local Board of Education and of the State Board of Education.
¤
All schools shall keep daily reports of attendance,
verified by the teacher making such record, which shall be open to inspection
at all reasonable times to the director of the system in which the school is
located or to his duly authorized representative.
E. Report of
Withdrawals, Absentees, and Proceedings Against Parents
¤
It shall be the duty of the principal or teacher of every
school to report promptly to the director of schools or his designated
representative the names of all children who have withdrawn from school or who
have been absent for an aggregate of five days during the school year without
adequate excuse. Such director shall thereupon serve or cause to be served upon
the parents, guardian or other person in Tennessee in parental relation to such
child unlawfully absent from school, written notice that attendance of such
child at school is required and if it shall appear that within three days after
receipt of said notice any child, parent, guardian, or other person in parental
relation shall have failed to comply with the provisions of the state
compulsory attendance law, the director in the name of the local school system,
shall report the facts of such unlawful attendance to the proper authorities,
who shall proceed against the parents, guardians, or other person in parental
relation, in accordance with the provisions of TCA 49-6-3001 through TCA
49-6-3007, unless the parents, guardians, or other person having charge and
control of said child shall at once place him/ her in some day school as the
aforesaid.
IX. Principals
A. Employment of
Principals shall be as follows:
¤
The director shall recommend all principals and the Board
of Education shall employ a principal for each school in the district. Each
principal shall be elected through a written contract. Such recommendations and
employment shall be without discrimination on account of age, race, sex, or
creed. The principal shall hold a valid certificate of qualification as
approved by the State Board of Education for the type school for which
assigned.
¤
Election is continuous unless notified to the contrary
prior to April 15 of each year. Assignment is continuous unless notified prior
to May 15.
B. Duties of
Principals
¤
To supervise all instruction in the school and work toward
improvement.
¤
To open and close school each day at the time determined by
the Board of Education.
¤
To serve as custodian of the school property during the
school term and to report to the director or assistant director concerning the
need for proper maintenance, repair, etc.
¤
To give capable leadership for teachers and other employees
under his/ her direction, evaluate the effectiveness of their services, and
upon request, to report evaluation to the director.
¤
To make recommendations to the director of all personnel
employed in his school
¤
To observe all rules and regulations relative to the
operation of public school as established by law and as contained in the Rules,
Regulations, and Minimum Standards of the State Board of Education.
¤
To be responsible, with his/ her teachers, for the
citizenship exercised by the pupils in the school and on school grounds.
¤
To keep on file a record of all injuries received by pupils
on school property and to inform the director immediately of any serious
injury, either pupils or teachers while under the jurisdiction of the school.
¤
To be responsible for building and maintaining a
school-community relationship which could be conducive to developing and
maintaining an educational program of excellence.
¤
To have charge of and be responsible for all extra
curricular activities within the school, including, but not limited to, ball
games, use of buildings, etc.
¤
To require that students not be released during school
hours unless delivered into the custody of the childÕs parents, a person having
the legal responsibility of a parent, or a person that the parent or legal
guardian has by prior written arrangement with the school, designated as having
permission for taking the child from the school.
¤
To be responsible, with his/ her teachers for the
discipline, control, and general citizenship of the pupils in the school, on
the grounds, or while participating in any school activity.
